This is always an interesting subject. It highlights how much lameness there is in the world of crypto.
So, to have an exchange you need a platform… hardware, software, etc. That costs money. Plus you need counterparties willing to offer and take.
If you are going to do this over the internet and not use the darknet, ain’t gonna happen. And even if you use the darknet, the problem of getting counterparties and being able to transact becomes enormous.
So, I qualify: there are ways that resemble a decentralized exchange, but such a thing will probably never come about because of the nature of an “exchange” and the nature of the the ‘net.
