Yes, the Chinese are following through on the apocryphal remark from Lenin that we (the USA) will hand them (the Chinese) the noose with which to hang (our version of) capitalism. Except that China is not Communist. But it is totalitarian socialism. And that's what's really important.

Both Russia and China see openings to throw off any need to liberalize their societies:

Russia just aims to assist our own anti-democratic (mostly racist) element to do its work so they can keep their imperial kleptocracy.

China has realized that capitalism is an excellent way of improving their peoples lives and buying them off at the same time by taking any association to democracy and human rights.

The USA (under mostly Republican rule or influence) has systematically undermined the one thing that capitalism is good at: providing better living standards. By removing the objective of collective better living standards as a deliberate purpose (to them, socialism) and pushing all kinds of "exceptionalism", "free marketism", "rugged individualism" and now "nativism" they have lobotomized the idiots.
