Europe has so much excess talent with such a large number industrial super-star companies operating a large part of the world, that they can spare some talent to help develop the USA.

That there is an excess of money (for reasons unrelated to economic success) in the USA and a shortfall of talent and ideas, Europe can supply it. A vast, free, high-performing education system will always produce that kind of surplus.
